Powers of the Managing Director

  • To prepare / approve schemes for and within the area of Authority, and take all steps required in the matters or duties and functions specified in sections 4,5,7,10,11,12,13,14,15,17,19& 21 of the PHA Act 2012.
  • To approve schemes for which government loans or grant is required and whose provisional estimated cost does not exceed Rs. 20.000 Million, and for which no Government loan or grant is required and whose provisional estimated cost does not exceed Rs. 40.000 Million.
  • To acquire property of surcharge and sum due to the Authority for reasons to be recorded in writing in part or whole.
  • To waive recovery of surcharge on sum due to the Authority for reasons to be recorded in writing in part or whole.
  • To entertain and adjudicate complaints about illegal or un-authorized use or schemes of the Authority or to initiate proceeding by himself or through officer not below the rank of Deputy Director against the person contravening any of the Provision of the Act.
  • To approve within the area of the Authority planning and recreational beautification and landscaping of development schemes of private persons, local bodies and Government agencies subject to the provision that such scheme is not in conflict with building bylaws of other development Authority or TMA etc.
  • To prepare the budget for the approval of the authority (section 19)
  • To prepare the Annual Development Programme.
  • To maintain the funds of the Authority in accordance with the provision of section 18 of the PHA Act 2012.
  • All types of medical bill for Re-imbursement to the Authority employees.
  • To accord Admn Approval and technical / financial sanction and accept tenders in cases where powers to do so have not been delegated to any subordinate officer.
  • To sanction expenditure on entertainment upto Rs. 20,000/- at a time subject to budget provision / allocation.
  • To grant / approve auction, lease, license of sites, in favour of the highest bidders, provided that the highest bids are not less than the reserve prices fixed by the Authority or the evaluator appointed in this regard by the Director General.
  • To allot the flats and quarters constructed by the Authority as per provisions of the schemes under which they are constructed and / or in accordance with the orders, instructions and policy, in force from time to time.
  • To lease the shops, khokhas, markets, advertisement sites and other properties of the Authority as per provisions of rules or regulations framed for such purpose.
  • To constitute selection / promotion committees for appointment to posts in different grades as per provision of the PHA Act 2012.
  • To grant performance based increments, honorarium, cash reward, bonus and incentive all types of advances to employees subject to provision in the budget.
  • To sanction all types of advances to employees subject to provision in the budget.
  • To sanction advances and payments from the G.P Fund Accounts of employees in Grade 17 to 19 in the Authority.
  • To appoint, transfer, promote, suspend and punish any employee BS-17 to 19.
  • To create and abolish post between BS-1 and BS-19 subject to existence of necessary provisions in the approved budget.
  • To sanction all kinds of leave to employees of the Authority from BPS-17 and above and Ex-Pakistan leave from BS-01 to BS-19.
  • To suspend, hold departmental enquiries and impose minor and major penalties under the PEEDA Act 2006 as applicable to Parks and Horticulture Authority in respect of its employees in BPS-17 to 19.
  • To hear appeals against a major penalty as defined in the PEEDA Act 20016 as applicable to Authority regarding all category of employees of the Authority in BPS 1 to 16 where the order imposing major penalty has been passed by an Officer of the Authority other that the Director General.
  • To sanction investigation of time barred claims of employees in BPS-1 to 19.
  • To sanction expenditure upto Rs. 50,000/- on sales promotion, publically and advertisements.
  • To appoint councils / legal advisors and to obtain such legal advice and assistance as he may from time to time deem necessary.
  • To sanction all expenditure subject to budgetary allocations without limits.
  • To sanction re-appropriation of funs subject to the conditions that no re-appropriations are made from the Revenue to the Development Budget, or vice versa, re-appropriations are not made in favour of times or schemes, the allocations for which have been specially reduced by the Government or the Authority.
  • To categorized the areas in connection with advertisement and fee rates etc. to enforce and collect the rates fees and charges levied by the Authority or by Director General from time to time. Advertisement on vehicles shall be permitted by the Director General and to charge fee in accordance with requirement of the Section 13 of the Parks and Horticulture Authority Act 2012.
  • To write off losses upto Rs. 50,000/- on account of negligence or fraud.
  • To declare surplus of unserviceable any store, vehicle, machinery, material furniture or other moveable property of the Authority.
  • To sanction sales of surplus or unserviceable property of the Authority either through auctions or by inviting sealed tenders, to the highest bidders provided the highest price received in the auction or tender are not less than the reserve prices.
  • To hire buildings for office and residential use subject, in the case of residential use, to the rental ceiling prescribed by Government from time to time.
  • To sanction office / residential / cell phone and other facilities in shape of vehicle, petrol, maintenance of vehicles to the employees.
  • To initiate defend or withdraw from any legal proceedings under the Act, to compound any offence against the Act, to admit, compromise or withdraw any claim under the act, and in respect of all these matters, to appoint counsel and to obtain such legal advice and assistance as may be necessary, subject to the conditions that where the authority withdraws from any legal proceedings or admits, compromises or withdraw any claims, and loss of revenue of property rights is involved, reasons for the withdrawal, admittance or compromise shall be recorded in writing and where the loss or value involved is more than Rs. 500,000/-a summary of the case shall be submitted for the information of the Chairman.
  • To constitute committees for Auction, Price Assessment, Purchase, Technical, Evaluation or any other committee to discharge the functions of Authority.
  • To issue manuals of instructions to regulate the activities of the Authority subject to the conditions that they are not inconsistent with the Act, the Rules and thee Regulations.
  • To co-ordinate the policies, plans, programs, budgets, salary structure, staffing levels and others activities of the Authority and in this behalf to do all things and exercise all powers to ensure such co-ordination.
  • To do all things that are incidental to and connected with the exercise of powers detailed above.
  • To sign international contracts.
  • Director General can assign any of his roles to any Officer of the Authority for a specific task.
  • To obtain development plan for landscaping beautification from prospective sponsors for various sites i.e. fields per green verges triangle, round-about etc. and to finally approve the plan for execution / implementation within specified time period.
  • To sanction all types of advances for the authority subject to Budget Allocation.
  • To impose fine as deemed fit under the section 21 of the Act.

The Authority is working under administrative control of Housing Urban Development & Public Health Engineering Department (HUD & PHED). PHA Rawalpindi is headed by an experienced Director General..
